On governance, too, many challenges on both the size of boards (Nicola RD has 35 board directors!) and the fact that there are 203 First Nations across BC without *any* representation in RD's they operate within.

There has to be a *lawyer on call for every RD board meeting* to make sure that people know who gets to vote in which ways in many RD board meetings.

Sounds like clarity is desperately needed.

Interesting point around interpretation: local governments can mandate many things within their bylaws and citizens must follow them even if they enter into domains of provincial or federal jurisdiction (e.g., plastic bags) as long as it doesn't mandate illegality.

RD's have no such provision.

Because 90% of BC is so rural and remote, LGs are arguing that the limited regulatory authority of RD's means that much of the province does not have the regulatory oversight or the resources to deal with very real problems in more rural parts of BC.

This is fascinating, I didn't realize that RD's had no natural person powers and therefore face some significant limitations in what kinds of decisions they can make and actions they can take.

The first rationale for updating RD legislation is, according to this work, the inclusion of Indigenous rights and effective participation. It makes me happy to hear that that's supported broadly by UBCM, which meshes nicely with DRIPA.
