Maybe it is just me but the dissonance is somewhat striking.

Perhaps members of VDMA could spearhead the renaissance of German innovation and solve their problems without expecting the Federal Government to take care of things in a very specific way?

A simpler answer is unawareness of alternatives.

The leaders should nevertheless think hard whether it is worthwhile to support a service owned by a crazy US nazi junkie who wants to harm the pan-European political structure, the very structure the leaders work daily to upkeep at great effort.

Unsure why you moved the goalposts, but the 2020 paper resulted in policies on member state level.

I won't bother with examples to avoid seeing a No True Scotsman about how the given examples fail some new criteria.

Still, the 2025 one is an interesting paper to read & think over a cup of coffee.

USA is setting up Europe for a bigger future war by using Ukraine.

USA does not have a mandate from Ukraine nor Europe to negotiate with Russia about a war Russia started.

Whatever USA and Russia eventually come up with is irrelevant and certainly not binding Ukraine nor Europe.

Public statements can signal and inform, but they can also mislead. Lack of public statements do not imply lack of actions.

The rational approach for the common man that does not want to be treaded on is to stop funding this nonsense.

Stop buying US products.

This means certain cars, dishwasher balls, carbonated drinks, beer, wine, streaming services, app subscriptions, clothes, and so on.

Find European replacements.
