Finally, you're going to cover the entire thing loosely with a tarp, and weigh that down on the corners so wind won't take it.
This will cook that compost, keep weed incursion down, and keep in moisture in dry places.

Now. If you're planting bulbs of any kind, including garlic, what you want to do is run something down the middle (like sticks) to mark off the area you're not going to churn in spring.
Plant your bulbs in that row, and cover the Rest gently with dry fallen leaves, if you've got them.

If you have compost, this is when you're going to mix it in. Even if it's not composted enough. Because it's going to cook all winter.

If you don't have compost, or not enough, grab green grass clippings (without seeds), or dandelion greens, or thistle greens, and cut in a hearty amount.

Next, get your gloves on or get your shovel. You're going to break up anything dry into smaller bits, and pull up any still-rooted green things (except onions, garlic, strawberries, etc that replant by bulb)
Stir it all in.

Let me show you how I winterize garden boxes for maximum garden success.

First, I break down the existing garden detritus from the now-dead growth (like tomato plants).
I remove bindweed, diseased/buggy plants, and anything with powder mildew. Everything else stays, even weeds
