Fell into a common misread... My local zoning requires accessible common open space, private open space, and parking that together with the accessible units usually forces the architect's hand - not enough ground level to fit.

4 story requires elevator - as do most 3 story in California. Unrated frame construction 3 stories max - fire rated frame adds another 1-2 stories. Then concrete.

My developmentally disabled cousin narrowly escaped the Camp Fire by being carried out in the arms of her boyfriend. 65 and older made up 80% of deaths in that fire.

The funny thing is that the old stucco clad detached rear garages fared better that houses. Better building separation, no vents or vulnerable glass, and concrete driveway making zone zero of sorts.

Last footage from a friend’s camera. Ground level embers (chunks of 2x) eddied into the driveway, either directly igniting the wood garage door or allowing ember intrusion. Many such cases.

I'm surprised there's no discussion of installing remote shutoff valves at water meters. Louisville, CO requires this after the Marshall Fire. Palisades streets were flooded – as each destroyed house further depressurized the system. But we need to accept that water will not save us in 50mph winds.

But CCC mandating street parking in exclusionary neighborhoods (Pt Dume) and affordable camping (Ventana) is amazing. Just way behind the curve in urban areas.

CCC is mandated to protect public coastal access. So while parking reductions are treated as a mortal threat – massive underground parking carbon emissions, increased traffic, and higher market rents are disregarded.
