In the abstract I could imagine many ways someone could be in a position to extort someone else: threatening to share intimate images of the victim, report an illicit affair to the media, report some other scandal to the NSK, or even sell “fire insurance”. All you need is a viable threat.

I don’t think Tim wants to know the specific identity of the victim, so much as how could there be a victim: I think he’s trying to understand the mechanics of the misconduct rather than the gossip of who specifically was victimized. But you’ve answered that by specifying extortion.
