Oh, absolutely. All of Alberta is covered by Treaty agreements (primarily 6, 7, and 8 and a little bit of treaty 10) and it'd be a massive violation of the treaties to try and leave Canada (granted, the canadian government hasn't kept its treaty promises and signed them under unfair circumstances)
