I'd argue 4 or 5, with a nod towards 5. They all have a little bit of mean in them (5 has Crystal Man, 4 has some of the Bright Man sections) but both of them are good first ones imo.

It gives a feeling of desperation, like "if you talk about what the Dems are doing that sucks that's fuel for our opposition, we have to put on our happy faces until we win so we can ~~ignore the problems harder~~ fix them when we're stable." Tech debt but for institutional rot.
