Yes, it’s a Tropical Hibiscus, it dies at the first frost and needs a long growing season to bloom. Most people use it as an annual and for the interesting looking burgundy oak shaped leaves. Easily started from seeds.

Last year, it started to bloom mid summer, this year: Mid-November! Weird...

It can be invasive here, but it's nice when it fills a difficult growing spot. A lot of people get allergic reaction to the leaves.
