Yes, first thing I though was "this looks level-shifty". There are also the Ext, 1V8, 3V3 and Off jumpers on the top.
And there has to be an RP2040 or 2350 on there, otherwise it's not a @stacksmashing.bsky.social-design!
I still don't know what it does. Maybe it's an SPI/I2C/UART multitool?
