Well, I think Donnie is very capable of speaking English
Leo can as well, but not as 'sophisticated' for a lack of a better word
Mikey can speak in very basic sentences like 'I'm hungry' or 'come here' but nothing more than that
Raph is completely silent other than turtle noises

They're all gonna be hella feral
I plan on making Mikey and Leo the most feral though
Raph is still a big teddy bear, he just relies on instincts more than in the show
Mikey and Leo are gonna be the ones who draxum really has to worry about >:)
