I haven't checked out the update personally but because you can choose the items now I'm guessing you can do a "kamek only" item race.
There's also the new UFO method from the last update (that doesn't work on rocky wrench)

That issue is more that most headlights aren't aligned correct and LEDs are the standard in new cars which means nobody's going to go out and buy new lights unless they break.

As long as they're cosmetic only and not loot boxes I don't see the issue, unless the micro transactions were released same-day as the game.
