Shutting down the government does not "save money." The programs are funded eventually and people get back pay.
Then add the significant cost and increased workload required to shut things down and then open back up.
That's a lot of "government waste" just to score a dubious political point.

Puerto Rico is a U.S. territory. They are not a state because Puerto Ricans do not want to be a state, but none the less, they are U.S. citizens.
