4/ If the City truly cared about #humanrights for incarcerated people and their loved ones, Rikers wouldn’t exist. While we work to #CloseRikers, DOC must take real and immediate steps to not just support but encourage visiting, and to comply with the laws this Council has passed.

2/ Despite the clear needs of families, and mountains of evidence that visiting improves both the environment in jails and reentry outcomes, visitors to Rikers regularly are met with indifference & hostility from guards, along with practices that violate BOC's minimum standards.
