Explanations are that indoor evaporation is higher. Indoor air obtains its absolute humidity from outside while the capacity to hold water depends on the indoor air temperature. Therefore, the deficit is higher. Other factors may be physiological reactions to cold.

This is wrong. Evaporation depends on the vapour pressure deficit not the absolute humidity. Absolute humidities (amount of water / Volume of air) are lower but also humidity at saturation. Usually evaporation rates are lower when it is cold.

I think there is a distinction about subsidies from a trade policy and general economics point of view. Failure to charge polluters for environmental costs is not a subsidy under trade agreements. However, in economic analysis the effects are largely identical to subsidies.
