I call bullshit. There will always be the husband pissed off that his wife cheated, or who want more than they have, or who demons told to kill their children. Crimes of passion, mental health breaks, and white collar crime have nothing to do with social support...and those are just examples.

It's not the harshness of the punishment but the certainty of it that deters crime.
Things that increase crime:
Poverty, mental health issues, inequity (social and judicial), a culture that regards people as disposable, unsupported family units.

There have been GOBS of research that show the opposite - harsher punishment in NO way reduces crimes.
We already know that the only way to reduce crime is:
* address poverty and inequity
* address mental health
* Consistent but fair consequences.
