I think a lot of issues would be resolved by a functional estate tax systems. Wealth taxes are only necessary or even an idea if estate taxes aren’t functioning

Every trust is just a pass-through similar to a partnership, and all taxes are paid by an individual. If you can’t figure out the beneficiary(ies), like Jarndyce v Jarndyce, it’s a 50% excise tax. CRT/CLT get no discounts, so fully in the estate of the grantor.
