No it's more likely that they rewrote together what Bacall wrote alone, and enough of that original draft remained intact foe him to receive a double credit.

Most likely, Michael Bacall wrote the first draft solo, then Edgar Wright came on board and made Bacall a writing partner, but WGA rules argued that their rewrites were based on the earlier draft by him. (Lethal Weapon 3 has this too.)
