Mapping the Russian shadow fleet
15/ The pairs on the map are: Svarog (9640566, sketchy) & Pioner 1 ( IMO 9319870, sanctioned) and Nissos Antimilos (IMO 9895226, sketchy) & Spring (IMO 9315446, sanctioned). Maini (IMO 9319870, sanctioned) has paired up with another sanctioned boat but I am not able to see which one.

14/Next stop on our journey is the area South of Cyprus, a well known area for ship-to-ship transfer of Russian oil. As we see from the figure, several sketchy boats have paired up with boats that are sanctioned in this area.

New sketchy boat registered: Metro Livas (IMO 1017050). It recently visited the Primorsk terminal, close to St. Petersburg. Currently anchored outside Grand Canari Island. Flag: Greece. Manager: Metrostar, Athens. Owner: Tymfi, Athens.

UK might board shadow fleet tankers. However, just making passage through the English Channel or the Gibraltar Strait (also controlled by the UK) more difficult by lengthy inspections of cargo and insurance documents, could also be effective in cutting off supplies.

13/ After passing the English Channel, most boats continue through the Gibraltar Strait, heading for the Suez Channel. However, a few takes the longer route to Asia around Africa, or go directly to customers in Africa and South America, not going through Gibraltar and the Mediterranean Sea.

12/ On the way from Murmansk and Saint Petersburg to the customers in Asia, most of the Russian oil is transported through the English Channel, but some ships from Murmansk takes the trip west of the UK.

Pacific Moon is one of the newly added sketchy boats. It is not sanctioned by the EU. Itis currently anchored outside Ust-Luga, a Russian oil terminal in the Baltic Sea. Recent ports include Xiuyu in China. It is owned and managed by companies located in Gurugram, India.

11/ The international waters east of Gothland is often used for ship-to-ship transfer of oil from Ust-Luga and the Saint Peterburg terminal.

10/ Ust-Luga has been attacked by Ukrainian drones twice in 2025, and is apparently not running on full capacity.

9/ The largest oil terminal is at Ust-Luga, 40 km from the Esonian border. Approximately three times as much oil is shipped from here compared to the terminal in Saint Petersburg.

8/ Most of the shadow fleet tankers that are passing through the narrow strait under the Øresund Bridge between Denmark and Sweden are heading for the oil terminals near Saint Petersburg, Russia.

Only one shadow fleet tanker registered nearby Tuapse during the attack: Aditya, unknown flag. It was last in port near Istanbul, Turkey. Owned and managed by Centauri Services in Dubai.

4/ Currently 13 shadow fleet tankers are known to be in the vicinity of Murmansk. 11 are banned by the EU (blue), but two are not: Ararat (IMO 9171187) and Pioneer (IMO 9255282)
