I agree with all those reform ideas.
My question was how do you suggest that the police forces themselves
accept them?
In 60 years I’ve not seen indication that they will.

Same! I don't know what possible coalition for "reform" would ever be acceptable to police forces. They have seemingly decided that they will not tolerate *any* level of civilian control over their operations.

Sure, BUT... you have to crush the cheaters and criminals after you win. That hasn't been a feature of Democratic wins and allows the rot to remain.
