The legal definition of a monopoly is the only one that matters. Even in the non legal definition of a monopoly Steam is not a monopoly because it has multiple competitors.

The legal definition of a monopoly has nothing to do with market share. It's about using a dominant position to hinder your competition. So if Valve told devs they would ban their games if they sold on Epic it would be monopolistic.

They have multiple competitors (Epic, GoG, Microsoft) and there is no evidence of them using their market dominance to damage their competitors. So they are technically and legally not a monopoly. Just being dominant in a market doesn't make it a monopoly.
