I don't have access to the Bloomberg article but an EA press release (ir.ea.com/press-releas...) looks like the source for the 1.5m figure and it uses the term "engaged". I'd assume it includes all or all non-pirate players.

Whether you're locally moving FTL doesn't matter at all for causality -- *any* FTL trip will arrive before it left in some reference frame.
