To suggest that it wasn’t the intent is to suggest that the people who wrote it either:
a) weren’t capable of thinking through the obvious implications of the language.
b) were capable of thinking through the implications but not capable of modifying the language to prevent them.

I think they saw the results of that election and realized that if they redistricted a significant number of them would end up losing. If you’re a rep in a R+14 district and would get redrawn as an R+7 district, and you see 10-15 point shifts, you’re shitting bricks.
