The two additions and the walkways are already in existence, and have been for a very long time. They're basically demolishing the existing East Wing (east is to the right in that model and in this screenshot from Google maps) to build the ballroom. The previously-existing East Room held about 200.

Went to the @sanders.senate.gov event in metro Detroit today. Shortly after this photo, the entire balcony was full too. By the end the crowd was over 9000 strong. While heartening to see so many people turn out, these crowds need to turn out for more protests and direct action too.
