yeah, it’s extremely likely your text editor is already saving everything in utf-8 already. basically all software except for sys calls in windows(and i think maybe java strings?) use utf-8, and even the windows syscalls support utf-8 now iirc, so its pretty likely that you dont mean to use utf-16.

utf-8 and utf-16 are different ways of encoding the same data, there are no unicode codepoints that only exist in one and not the other.
