They meet in highschool and aye, Max still consider Kouyou as his friend. His fav one too.

Kouyou was a character i made out of joy and hopeful, the another life i want to be. but then i think it's too peaceful so i turned him into a lonely depressed cannibal hunter living in the forest.

They were friends but due to some incident in the past, they had to part and become distanct friends. Koyou was given a task to capture Max but he was too afraid to do so and still considered Max his his friend.
