i attempted to tackle the former first, simply by removing those parts; it still sounded okay in the craftos-pc emulator (which was very helpful when doing this, shoutouts to that project!), but ingame it resulted in an awful, distorted mess due to computercraft's speaker filtering

mupen64plus does not implement the RDP and RSP itself, rather it relies on plugins to implement them
that aside, the ParaLLEl-RDP and GLideN64 plugins look to render it properly when the Parallel-RSP plugin is used; however, using the original HLE RSP plugin results in the issue described in OP

okay nvm it's not, they do match it with a remote index but it's encrypted in a specific way where they can't do much with it besides matching with said index
