It should be throughout the world. Any democracies that systematically classify certain groups as second or third class citizens are in direct violations of the universal declaration of human rights.

He wanted to escape to the nearest American embassy but the Brazilian police caught on and sent him straight to jail for breaking the house arrest rules. Good riddance!
