I can't speak to the vision, but it doesn't scale. Routing isn't straight, there's not enough seats on vehicles and it's too expensive. It's a great augment to fixed route for low ridership or off-peak hours or even to test ridership in new areas but as mass transit it doesn't work.

On demand has its place but that place is augmenting a robust fixed route service. It's just too expensive and doesn't scale well to be the main service type of transit.
