The spooky bit is that this kind of person is more prevalent than you'd initially think. A shell of a man who ignores reality to better force people to conform to their immediate business objectives. Reducing all the diversity of life down to a number completely devoid of any vital context.

There was no user-facing benefit or incentives to using the app. This made it doomed to fail, which it did.

The horror story is the mind of somebody like this made manifest in software. A Terminator vision-like experience where people reduce the world around them into purely quant-based metrics, likely to have that information harvested and resold to data brokers.

He was at the level of influence where arguments about user-facing incentives to use something like this just didn't work. It was his genius idea, and he was going to see it through by sheer expenditure of money.

A person high up in the company reached a level of clout where he was able to commission us to build his dream idea: An app that let you take a photo of something and assign it a rating. And that's it.
