I think some Reform voters do care, but probably not enough. I think being bolder on some of the messaging about the real economic policies of Reform would be great. "Reform: by the Rich, for the Rich". "Reform will make you poorer". "Did you go to Dulwich College? He thinks you're a peasant"

Whitehall is always happy to locate blame on other (local) politicians, from other parties. A properly - independently - funded, politically powerful tier of local government would fix much. But using local government as a blame-shield is more attractive, and easier.
