Riggle arrives there by way of Schiller’s Letters Upon the Aesthetic Education of Man, so it’s definitely an idea that is swimming around in the waters of German romanticism and, as a result, in subsequent romantic movements, e.g., Emerson’s “Beauty”, etc.

In particular, Vernon Lee’s Laurus Nobilis or the added 2nd edition conclusion of Pater’s The Renaissance. Lee was influenced by Pater and Pater draws on Novalis. Novalis’ Logological Investigations I develop the same idea building off of Fichte.

Carrie Shanafelt’s Uncommon Sense argues that Bentham gives a queer aesthetics, and largely along those lines (and their downstream political effects).

You would also find it in some of the aestheticist movement people of the Victorian and Edwardian period!
