I do almost exactly the same thing. I start a new “current tunes” playlist every year to keep it tidy.

For me it depends entirely on the journal and the amount of new data needed. Exciting result but somewhat underpowered? Overlooked control manipulation? I can see wanting the authors to have a crack at strengthening their ms.

It's so frustrating. And it's almost always students from very well-resourced schools.

I kind of like this--I can imagine using the optimistic/pessimistic distinction to differentiate between (a) a paper that needs a new lit review vs. (b) a paper that needs new data collection (and who knows how that will work out).
