I’ll be more direct: RIF protection is needed for more than 2 months. I expect repubs will remove this language in a revised CR or new budget in Feb. So, this seems to have limited impact in the short, intermediate, and long-term. Regarding short-term: unfiring people doesnt mean total reversal.

I have a hard time seeing anti-riff language as a dealbreaker for dems if it means enabling a second shutdown in Jan/Feb. So, its impact seems fleeting.

Though disappointingly, this article completely ignores nuclear, which is a clean energy. The unnecessary closure of Indian Pt, which was a profitable plant that provided 10% of the state’s generating power, certainly also had an effect on prices in NY…
