👉 It shows that CBAM can alter competitiveness in global trade, favouring cleaner producers and penalising carbon-intensive exporters. However, the concrete impact varies by country and their specific contexts.

👉 While views on what constitutes fair and feasible reduction targets differ, for most analysed countries currently proposed 2035 targets require strengthening to better reflect equity principles.
November 13, 2025 at 2:33 PM
↘️ Four of them - Brazil, EU, Japan and South Africa - have an NDC that is on a linear path towards their net-zero targets. If these countries manage to achieve their NDC target and maintain the same emission reduction rate afterwards, they could achieve their long-term target.
November 13, 2025 at 2:33 PM
👉 Most countries have included both CO2 and other greenhouse gas emissions (GHGs) in their net-zero target (86%).
❔However, a total of 59 countries currently appear as having “no target”, including the United States. This is 10 countries less, compared to last year's report.
November 12, 2025 at 7:19 PM
🎯139 countries have a net-zero emission target that is either proposed, pledged, in policy, in law, or achieved. 🛣️118 countries have published a concrete plan on how to reach their target.
📅 2050 is the most common target year for achieving net-zero emissions (80%).
November 12, 2025 at 7:19 PM
Holding the course to net-zero requires greater ambition, fair and inclusive targets and implementation grounded in strong global collaboration.

The U.S.' withdrawal from the Paris Agreement and the rollback of domestic climate policies could lead to an increase of approximately 1.2 GtCO₂e in 2050 current policies and 2.6 GtCO2 in 2050 when taking into account NDCs and long-term strategies, compared to last year’s assessment.
November 7, 2025 at 8:56 AM
Our latest report reveals that current policies and NDCs still fall short of what is needed to meet the goal of Paris Agreement, leaving a gap of nearly 39 GtCO₂e to be closed by mid-century.
