Buenos Aires had its apartment boom decades ago. Most Latin American cities continue to embrace multifamily housing; except Mexico City, which remains NIMBY af.

Could be, but if so, why does Tijuana Center lack towers like Downtown San Diego? Or why did Monterrey only recently develop tall buildings in its center, unlike Houston? Mexican cities never developed the dense core that North American cities have.

Any land use change in Baja California Sur required updating the whole master plan, which is technically and politically too complex. Now, the governor can decree spot zoning for affordable housing.

Parking requirements are bad. But I live in a country where the poorest municipalities requiere social housing estates 1 space/unit plus 25% for visitors.

Simple and operational planning, with big cities having nice land management mechanisms that actually work.
Brazil and Colombia seldom have many small municipalities within one metro area.

Mostly land use changes from residential to retail and offices. There are no big real estate developments within those neighborhoods, only in adjacent ones.
