The US must prove that the boat was carrying drugs, and that it presented a threat to the nation... even though the boat couldn't even reach the US coast with the amount of fuel onboard.

Duh. These people have families plus they did let 2 survivors go a few months ago! I surely hope they will be filing suits too!!
