The last Susan's War was recorded early 2024 so before the reshoots and presumably before Ncuti decided to leave, and they featured the Doctor so directly contradicted what the show was doing. The UNIT Nemesis series finished recording 2023 so yeah Kate did have a gap, maybe TV related maybe not

I really think you're overthinking it, the gap was probably because BF wrapped up a UNIT series and were working out what to do next. I mean the most recent Susan's War audios were recorded back when she was meant to have a big TV role so i don't think the BBC are as restrictive as they used to be
