Same guy that decreed into the constitution of a country in its early years(19 or 8 years-old depending on how you count it) that ANY SLAVE SETTING FOOT IN MEXICAN TERRITORY WILL BE IMMEDIATELY SET FREE.

A decree that still exists to this very day and that sadly still sees use.

It's convenient for the US to portray Mexico as backwards and to foster a climate of conflict and terror (on both sides, some real palpatine bs right there)
