I always thought the clouds were supposed to be a vague image of Bowser. Thought the shadow under the pink kind of looked like him.

I believe it is. At least applying for the income-driven plans should be available. Also, very recently, the Trump administration had suffered a defeat in court over income-driven plans it was trying to block.
