Is it slightly lower for the first decile because they a) live in smaller apartments, b) house-share in a way that is energy efficient, c) live in older buildings with a common boiler where utilities are included, d) live in LIHTEC or public housing with higher efficiency standards?

Fire departments and fire chiefs often block narrower streets in new development or reconfiguring existing streets for bike lanes. Cities must be built for the largest fire engines.
