There's good reasons to block people to prevent interactions, but it's important to understand the boundaries of what tech (and protocols) can do. And it's our responsibility as designers to try to align users' expectations as closely as possible to what's really happening.

of course, I'm blocked so i can't tell them what i meant. blocking does prevent conversations, but that wasn't my point. this is the US government. they aren't only using social media accounts to monitor this website...
