And I think you can get good pressures at the other end of the spectrum, where players have a lot of resources but need to use them effectively, and face trade-offs for doing so

I guess there just needs to be a harm to *not* spending spending money if money is meaningful

You need two things:
1. A strong, foundational *need* you spend your money, that you have to spend your money on
2. Either other stuff players would want to spend their fake money on, or the flexibility to let players invent stuff to spend money on

This is amazing work, and I think you're absolutely right. A faction's ability to get organized was its key asset.
