The point is that they can be on both voters roles along as they don't vote twice. I live in a village where 40% of the houses are holiday homes. It is a problem that England has no interest in sorting.

UK Electoral Commission says: 'You must only vote at one address in UK Parliament elections but you can choose which area to vote in. It's against the law to vote more than once in the same election'
