Someone - if not the principal then presumably a professional advisor on law or PR - must have looked at the sentence "these censures are deemed necessary, notwithstanding the fact that he continues to deny the allegations" and said "hang on, that makes it look like you don't believe him" And yet.

Codifying and standardizing practices that reflect informed business consensus is a core function of government, much older than taxes. You might as well have told King Alfred there was no need to legislate weights and measures because nobody wanted to pay two groats for less than a pound of corn
