As someone who recommends rejection a lot, I can say that of the many papers I have recommended be rejected, the number I actually suspected of misconduct is vanishingly small. Misleading headline!

On the one hand, most supportive audience you'll ever find. On the other, the most attentive one you'll ever find as well, so that being perceived thing is definitely there. Not that you asked me, but I recommend taking the risk! (I've done two.)
