What exactly is the plan if the files are so redacted and/or doctored to the point that Trump has been completely scrubbed from them, or they play the "ongoing investigation" card.

If it's as bad as everyone thinks, there is no way Trump's admin will release it. Either it will be redacted/doctored up the wazoo to the level of comedy, or they'll come up with some excuse not to release it.
