While much of the procedure is still inefficient, any reduction in the numbers of full proposals is likely a net win for the scientific community in a system that is to a large extent a lottery:

According to the new NWO procedures, the project description isn’t considered at all for the evaluation of the pre-proposal though, it’s only intended to help with finding reviewers in case you make it to the second round.

Empirically, more extensive project descriptions do not affect the eventual decision anyway:

"We find that withholding proposal texts from panelists did not
detectibly impact their proposal rankings."

Arguably this is 2 pages too many, given that grant decisions are mostly based on CV + abstract:
