They're not the same. Cities are built around roads and other infrastructure. Roads are meant for cars, not ebikes. The REAL reason they don't want you to use ebikes is because it takes away from gas and vehicle sales. They literally hate poor people, and this is just an extension of that.

Historically people in the north have had less access to spices and often cannot eat them without indigestion and other complications due to not eating them and getting used to variety in their diets. I suffer through spicy food because it is delicious.

Lived experience. You may season your food, the people you know may season their food, but less people do up north than down south. It's just reality. You can only speak from your own personal experience and that's fine, but other possibilities exist.
