100%. We try to illustrate the point that ventilation (ie replacing indoor air with outdoor air) is not always a route to improving indoor air quality (for the reasons you have mentioned).

For better or worse we regulate indoor and outdoor air separately (rather than as one air)

Really good / tricky question. My question would always be what is the best metric that would help us to do this? Questions of what is ‘safe’ has also been shown to be challenged for air quality issues, e.g. acute v chronic exposure

It's a definite area for more policy/research/action. You can see why social housing has received most attention to date, but given that ~20% of the population is in the PRS, much needs to be done there to improve conditions.

Owner-occupied will require some extra different levers to drive change
