Maybe combine the raised threshold with a higher bacic tax rate that would favour the people who earn less than the average wage.

I'm confused why this has to be digital, just update the NI card include a photo and combine this with the UK citizen card. Surely this must ba a cheeper alternative.

Since existing PIP claimants are reassessed every 1 to 3 years, are they considered new applicants at the point of renewal?
